Adds the runner-up of the specified competition to the current competition.

{ COMP_ID }	inline	competition where we should look for a runner-up

Adds the runner-up team of the specified competition
- IF adding of the runner-up was failed
  - IF current competition is continental
    - Adds the next team in the highest-level national league of the runner-up-team, which is not presented in the current competition.
IF the team was added
- Decreases reserved assessment space.
